  • Consult with residents and produce an energy efficiency action plan setting targets for reducing resident household fuel poverty and promoting energy efficiency. This should include access to benefits and budgeting advice.

  • Publish an organisational energy strategy with targets for an energy audit and reducing energy use in offices: reporting on its progress in the annual report.

  • Build and refurbish homes to high energy efficiency standards with good levels of insulation, double or triple glazing. (Beyond decent homes standards.)

  • Fit condensing energy efficient boilers where physically possible.

  • Pilot the use of renewable heating systems.

  • Negotiate an affinity deal with a utility that offers a green tariff for offices and energy efficiency benefits to residents.

  • Explore the potential to set up a partnership Energy Service Company.

  • Lead by example, make sure staff turn off their mobile phone chargers, computers and lights when not needed, fit energy efficiency automatic light switches in toilets and energy efficient bulbs and light fittings in offices and communal areas.
